Classical guitars has been around for a long, long time with origins in Spain and France in particular. They were quite small bodied by today's standards, and did not have the power that modern guitar designs achieve. Today in schools, they are often recommended for beginner players due to the softer, lower tension strings, making them easier on 'new fingers'. However, a steel string, when correctly set-up can be just as good for the new musician.
