The Rover RB-45P (P is for Plectrum) is generally tuned as a tenor guitar DGBE. It was traditionally used in trad jazz line-ups due to it’s superiour volume compared to an acoustic guitar.
The long slim neck and light strings enable fast chord transitions in a great range of keys. There are not many Plectrum banjos made commercially these days, many of the originals were converted to 5-strings (new neck) when the popularity of jazz faded and the birth of bluegrass in 1939.
