Early steel string guitars all had 12-frets to the body ie: one octave available from open E to high E.
Regular classical guitars still have 12-frets to body. The modern 14-fret neck was added by C.F Martin in part to show the strength of his new neck joint design and also allow a player to access an extra two frets and the 14-fret shift did result in a internal bracing modification.
